As the Founder and Chief Executive Officer of SPAARK Inc. and SPAARK 2.0 LLC, she provides visionary leadership, strategic oversight, and operational excellence across diverse federal programs and client portfolios.

Known for her expertise in government procurement and integrated management systems, Stacey has a proven track record of success managing complex, multi-site operations while driving business growth and performance. She is skilled in navigating the full contract lifecycle, from proposal development to project execution, ensuring alignment with federal standards and client expectations.

Stacey’s leadership is defined by her ability to build high-performing teams, foster lasting client relationships, and deliver innovative, mission-driven solutions. Her dynamic background includes executive-level positions providing support primarily to the Department of Defense and other government agencies where she led business development, contracts management, and ISO-based quality systems with precision and integrity.

She holds an MBA from the University of Phoenix and a B.S. in Biology with a Pre-Medicine concentration from Shippensburg University. Stacey is also a FEMA Certified Continuity Professional, ISO Certified Auditor, and ITIL Foundations-certified in IT Service Management.
